These fonts are a problem situation, because no one can
tell whether they are free or not. Perhaps they have owners
that will eventually make us stop using them; who can tell?
It would be useful to track down the origin of these fonts,
and ask their developers about their status.
Would you like to do that?
I am the project manager of Arphic.
The 4 Arphic Chinese fonts are distributed in Arphic Public License, which
is GPL compatible. So you can feel free to redistribute the APL fonts.
