Because FT_Outline_Translate is used by the font drivers, and is thus part
of the "base" layer.

FT_Outline_Transform, on the other hand, is part of "ftoutln.c" which is
an optional component that may, or may not, be linked by client applications.

Well, that's the reason, I don't say that it's a good one however :-)
It could be moved later..
