Why should it?  There is no reason for it currently IMHO.  Maybe it is
necessary for the new charmap formats 8, 10, and 12 (as defined in the
new Apple TT specs IIRC) which support surrogates, but I admit that I
haven't looked yet at it in detail.

Please fix the API documentation also!
