[fluid-dev] Lock CC7 value

In my use case, I find some difficulty to control CC7 volume on Java
which the volume on each channels will reset to 100% each time
the song is play. It will be great if there a solution for FluidSynth
to "set and lock" CC7 value such as 10% to make it no affected by
other
application. Is it possible?

Here is my setup:
Java MIDI Player -> LoopBe virtual MIDI -> Fluidsynth
