[Erc-discuss] erc-select-ssl fails due to no ssl.el

When I run erc-select-ssl, it fails with the following message:
erc-open-ssl-stream: Cannot open load file: ssl

Could someone point me in the direction of the correct ssl package to
get? I've googled and found an ssl.el, but that particular file
required a url package. I tried installing the url package, but it
failed with other errors.
