man pages no longer generated in sub-package mode, poke updated

Hello.

In order to work around Rockdaboot's problem with help2man when building
Poke I have completely disabled man page generation for Jitter in
sub-package mode.  It was a waste of time anyway.

Jitter new tag v0.9.217.  Updated poke submodule.
