I've merged your version.  Thanks!  I like the idea of an <index> tag
... I might add that to Muse.

    Summary:
      planner-publish: Make <notes> and <past-notes> work.
    Revision:
      planner-muse--mwolson--1.0--patch-143

    * planner-publish.el (planner-publish-markup-tags): Add past-notes tag.
      (planner-publish-notes-tag): Use a new version from Dale Smith.
      (planner-past-notes-tag): Try to port this, since it is part of
      Planner.
    
    * planner.el (planner-notes-tag): Remove.
      (planner-past-notes-tag): Move to planner-publish.el.
