patch-232 should fix this.  Anytime a comment is inserted (like for
buffer-local ispell words), it should put "; " before it.  That will
cause those lines to be ignored at publish time.  You might have to
manually add "; " to the beginning of old LocalWords sections.  Thanks
for the suggestion!
