I've now adapted this and included it with Muse.

One thing that I did differently (compared to the emacs-wiki
implementation) was to include the "://" part in the protocol list
itself.  That way, protocols like "file" that can be given one or two
slashes can be specified as "file://?".

I've matched Planner--Muse to remove the extra protocol definitions
and to adapt to the slightly changed format.
