Don't do M-x planner-create-note.

Do M-x remember. Type your note. Hit C-c C-c.

You will be prompted for what page to put it on. If you are on a plan page,
that will be presented as the default.

If this does not work, it is probably an issue of getting remember loaded and
set up properly.

I can see how this doesn't seem natural, or at least not parallel to the task
commands.
