I don't think that's the problem.

Upon Sacha's advice, I tried using emacs -q.  Though I'm not entirely
sure what I was supposed to do, I tried load-library: emacs-wiki,
which got me an error saying it couldn't load emacs-wiki-regexps.
Then I tried loading emacs-wiki-regexps, which worked.  But it still
wouldn't load emacs-wiki.

Feeling this wasn't getting me anywhere, I tried the different
versions with tla.

First I cleared out my .emacs and just loaded emacs-wiki and planner.

And Here's what I found:

patch 70 works fine -- great! I'll stay here for now.
patch 71 error - emacs won't load
patch 72 error - emacs won't load
path 73 -- emacs loads, but planner no longer works for me with the
same problem that I've been complaining about.

Does this make it any clearer what the problem is?
