Oops, I am sorry, I meant: touch testemrmy.el

Here is the an improved bug report:
Create an executable script called testemacs
#!/usr/local/bin/emacscvs --script
(message "hi")
Calling the script from bash works.
Next, touch testemacs.el (make sure this file is in the same path,
which is in the bash path), now the script doesn't get executed when called.
