New Lisp implementation of describe_vector
* lisp/help.el (help--describe-keymap): New Lisp implementation of
describe_vector.
* src/keymap.c (Fdescribe_vector_internal): Remove defun.
(syms_of_keymap): Remove defsubr for Fdescribe_vector_internal.
