    Document prefix arg effects for 'epa-mail-{sign,encrypt}'
    
    * doc/misc/epa.texi (Mail-mode integration): Describe effect of
    prefix arg to 'epa-mail-encrypt' and 'epa-mail-sign'.
    
    * lisp/epa-mail.el (epa-mail-sign): Describe effect of prefix arg.
