Prefer "Bug#1234" in commit messages
* .dir-locals.el (log-edit-mode): Don't rewrite Bug#,
as this isn't useful for Git.
* CONTRIBUTE: Suggest "Bug#1234" instead of "Fixes: debbugs:1234".
