I would put "Describe input method" as the first entry there, it's the one users will most likely want/need to use.OK, I'll take your word for it. (I never use this stuff so I'm particularly happy for this feedback.)
I'd suggest you try it, it's a very nice feature of Emacs. C-x C-m C-\, select TeX (for example), and type \alpha, \beta, \gamma.
And I would perhaps move the "Show current syntax table" in that section, above the "Display the HELLO file".Hmm, but that has nothing to do with i18n, does it?
It's not strictly speaking a help command about character codings indeed, but it's about how Emacs handles characters, so it's much closer to character codings than to the help commands in the "other help commands" section.
