IME, this doesn't work with today's volunteer-based communities,
including this one.  We have no practical way of ensuring people
assume such responsibilities, let alone keep their promises in that
regard.  We all have our Real Lives.

This isn't a theory, it happens here in enough cases to be a real-life
scenario we should take into account.

Meaning that the change doesn't get installed?  That'd be a serious
blow to development, which is unjustified.  The frequency of problems
such as the current one is very low; by contrast, people submitting a
change that looks useful and then disappearing happens all the time.
