On first start, the wizard would offer the option to create an empty
.emacs and never bother you again.

I guess the behaviour with -q or -Q or whatever has to be decided separately.

Okay, I call that different, but fine. So essentially you suggest to
include the current contents of the splash screen in the wizard?
