Could you clarify what you mean? Is it that passage?

    GNU packages that are available for use with Emacs, but are
distributed separately from Emacs itself, for reasons of space, etc

They are indeed "available to use" and "distributed separately".
But only "for reasons of space, etc.".

There are multiple ways to interpret that, indeed.

So we should decide on what GNU ELPA means to us, a then clarify that "etc".
