No, that is simply not the case.

When people find a bug in a package, they don't instinctively report it
to the place from where they installed it.

We do *accept* bug reports to GNU ELPA packages in our debbugs instance,
and we occasionally invite people to submit them there, but in my
experience people do not expect us to accept bug reports and even less
to fix those bugs.

Most people (somewhat wrongly) think of GNU ELPA as a *distribution*
site for third party packages, like MELPA.
