FWIW, Clojure tries to solve this problem by having ` return fully-qualified symbols: https://stackoverflow.com/questions/17800917/clojure-difference-between-apostrophe-and-backtick

' returns "unqualified ones", and can be used inside ` forms to create "unqualified" elements in there.
