This is a deficiency of your mouse. Good mice let you middle-click easily and reliably. Excellent mice have a middle button separate from the wheel.

In browsers, yes (sometimes also Ctrl+F4). In Emacs, that would probably translate to the usual ‘kill-buffer’ binding the user prefers.
