Most likely you're not doing anything wrong, it's more likely that something is going haywire with our tricky way of bootstrapping; see the extensive comments before the "$(lispsource)/loaddefs.el:" line in src/Makefile.in. Unfortunately it's a lot easier to debug this problem if you have it, which I don't.
