It seems to be in Fedora. Debian uses nano; I don't know if vi is still
installed along with it.

There isn't really much to do with a computer without an editor. That
is how the majority of people doesn't know what they can do with a
computer, and how they can not be called "users".
So it doesn't make sense not to install an editor by default. Someone
might find it and learn and eventually evolve into a user.
