Yes, indeed, in some rare cases it can indeed notice that commit is not
an option and suggest something else.

That's why I said I was not 100% serious.  Still, AFAIK in typical usage
of modern VCS, vc-next-action ends up doing a commit about 99% of the
time, and its "dwim" behavior is largely useless.
