Please report this as a bug (e.g. M-x report-emacs-bug) and include the
C-h l output right after a few problematic mouse-wheel scrolls.
Extra points if you include the same C-h l output after the same
mouse-wheel scrolls in 24.3 where the problem doesn't show up.
