Windows build failure

Hi,

With the current trunk (bzr revno 109266), I get this error when
trying to build the Windows binaries (mingw32-make bootstrap):

getopt.in.h or ../build-aux/snippet/arg-nonnull.h is newer than getopt_.h.
Run "gmake getopt_h" in the lib/ subdirectory.
You will need GNU Sed to be installed.
