There is a lot of software in the GNU project I don't use, for lack of
time or because it doesn't fit my needs.  Does that preclude me from
supporting it?  I had assumed it was not so.

I'm pretty sure this is the position of the Emacs maintainers as well.
But your choice to take my words seriously is, of course, your own.  

I did not mean to start an argument and my original statement was
clearly based on the GNU project's goals and not on how much I have used
GNUstep.  If that wasn't clear enough then, I hope it is now.
