For me it was a reaction to the ridiculous GUIs in Unity and GNOME 3,
and I feel it's important to have a lightweight Emacs-only alternative.
See my post in this thread with my current emacs-panel.el for my current
status; I have much to do and any help is appreciated. It will be on
ELPA eventually.
emacs-panel.el would definitely be a good place for global information.
In fact one example in the comments shows such a global panel.
