Missing `complete' in `tab-always-indent' customization value menu

I was fooling around with the NEWS on debian's emacs-snapshot (the future 23.2),
and found that the customization interface for `tab-always-indent' does not show
`complete' as a choice in the value menu, but instead provides an `always' that
is not documented in the variable.
