I don't quite catch the idea behind

                  (and (search-backward "Local Variables:" nil t)
                       (search-forward "Local Variables:" nil t)))

Do you search the entire buffer here?

Also I didn't find a functionality to remove the headers and trailers as
soon as all settings have been removed.
