FWIW, I think it *is* a feature.  mode-hooks are globals, and having
globals override more local configuration makes those local
configurations unreliable and much less useful.

Yes, we should give user tastes precedence unless we have very good
reasons otherwise.  That's a reason to be very careful about what one
puts in dir-locals, not a reason to change the precedence of
dir-locals vs. mode-hooks.
