I don't see the relation: these modes do not use indent-for-tab-command and bind TAB to something else instead (except for perl-mode, maybe, but we can change this one).
I didn't check them all. But Miles' patch should permit us to _not_ override the standard binding of TAB in c-mode :-) and I suppose a similar solution can be found for most other modes too.
