Recently I began using the emacs menu bar. I configured emacs with the
lucid toolkit so that I could customize how the menus look. Frequently
when I toggle the menu bar on or off with M-x menu-bar-mode, the whole
emacs frame will flicker; I see the background color without any text
for a split second; then all the text is redrawn. This flickering then
repeats with every single keystroke or mouse-click. When I toggle the
menu bar again, it stops (but then I have no menu bar.)
I run Emacs in X, over an SSH connection on a LAN.
this is the command line i used to start Emacs:

(The flickering issue is still there when I start Emacs without these
options.)
