I think the latter was changed when support for colors on a tty was
added. There are many functions in the w32 and mac code prefixed with x-.

Then you are looking at old code. x-focus-frame is defined in xfns.c and
macfns.c, and now in w32fns.c where you found w32-focus-frame.
