It should when you set `focus-follows-mouse' to non-nil and you have
tweaked the registry of Windows appropriately.

The sentence would have been wrong after the bug got fixed.  But Jason
removed it already.

Did you apply it?  If not, please do and try to reproduce your problem.

The doc string doesn't talk about windows, it talks about window sytems
and window managers.  The crucial part of it is the second sentence:

    You should set this variable to tell Emacs how your window manager
    handles focus, since there is no way in general for Emacs to find out
    automatically.
