Is this change still needed for fixing the original problem if we
completely eliminate sit-for in jit-lock?
OTOH, adding buffer-chars-modified-tick in itself (and the change to
imenu)still seems like a good thing, and I also think the change is
safe. But we need updates for lispref and NEWS.
