With Emacs of todays CVS (including xdisp.c 1.881), do
emacs -q
C-x C-b
Then the buffer list window has no scroll bar and no top fringe.
I you repeat the test choosing C-x C-b with the mouse from the buffers
menu, you see part of the splash screen in the top of the lower window.
I still suspect the recent xdisp.c changes.
