buffer read only

I've just been re-jigging my imap user agent for 21.1 and I've found
that buffer read only doesn't seem to work.

I do this:

   (setq buffer-read-only 't)

In a mode function. It has no effect on the read-only nature of the
buffer though the variable is reported as being set correctly.

This is pretty annoying, anyone got any idea why it's happening like
that?
