Well, yes, that's the whole point: currently it can't do it
unless you use iso-2022 whereas with ucs-tables it now can.

So in some cases Emacs will now happily use latin-N instead of forcing
you to use iso-2022 or emacs-mule.  I don't know if the resulting
iso-2022 file would be the same as it is now, tho.  Dave?
