It could make sense for fringe widths to be reported as 0 on non-GUI
frames (since there is no fringe in that case).

I agree, but there are other frame parameters (like border-width and
internal-border-width) which are not supported on non-GUI frames
either - so I cannot see how this is different (as long as fringe is
not supported on non-GUI frames).
