The highlight face came up before, probably in connexion with
help-mode hyperlinks. As far as I remember, rms reckoned there should
be a face defined for such uses and a separate mouse face (which I
think is for what `highlight' was exclusively used). We didn't know
what the best solution was, especially on ttys. Given the tty face
support, that should probably be revisited.
