Cannot open load file: No such file or directory, japan-util

$ export LC_ALL=C; export LANG=C; emacs -Q
It runs.
And "/usr/local/share/emacs/24.3.50/lisp/language" is found in
`load-path'.  But, er, it seems to be missing initially.

$ locale
LANG=C
LC_CTYPE="ja_JP.UTF-8"
LC_NUMERIC="C"
LC_TIME="C"
LC_COLLATE="C"
LC_MONETARY="C"
LC_MESSAGES="C"
LC_ALL=

In GNU Emacs 24.3.50.1 (i686-pc-cygwin, GTK+ Version 3.8.2)
 of 2013-11-05 on localhost
