I think this is a property of UAX#9.  Consider the following:


(bidi-reorder "THIS IS EITHER ARABIC OR HEBREW AND SHOULD ALL BE INVERTED.  
CURRENTLY
IT IS NOT REALLY AS JUSTIFIED AS IT COULD BE.  WE'LL LOOK AT THIS
