Do it yourself.

No, seriously -- it won't even take any modification of Duplicity code! Just store your backups in a location which includes YYYY-MM in the directory structure; that way, there will be automatic rotation every month.

This won't really work, because of side effects. The --cleanup, --collection-status and --remove-older-than commands would stop finding all backups.
