Summary:  cscc does not permit custom attributes with array parameters

Original Submission:  Custom attributes should be permitted to contain arrays 
of simple types, strings, or types, but cscc does not permit arrays in the 
attribute use, such as

[NewAttribute(5, new char[] {'x', 'y'})]

Instead, cscc complains 

array.cs:13: constant value required
