Summary:  ControlPaint.Light fails for Color.Olive with 1.0 as percentage

Original Submission:  ControlPaint.Light and ControlPaint.Dark fails for Color 
olive
with 1.0f as the percentage.

The coefficent of blue is wrong during HSD to RGB conversion.
