Summary:  pnet:GetTimeZoneAdjust caused error in the time returned from 
DateTime.Now

Original Submission:  Fixed GetTimeZoneAdjust to not adjust tm_gmtoff by one 
hour when tm_isdst==1. This is an erroneous assumption. tm_gmtoff always 
contains the current GMT offset, and tm_isdst==1 is only an indicator of 
whether or not the timezone in question is currently using daylight savings or 
not.
