It would be very nice to get this fixed.  :/

This email was CC'ed to Andrew.  If I get a response from him
then we will see what we can work out.  If I haven't heard from
him by Monday I will commit it.  It's not like it can't be
easily undone.

Doing a "cvs -P" when you check out for the tar balls will achieve
the same effect.  If there is some empty directory that must be kept
for some reason, put a dummy file in it, like .cvsignore.  Can you
do that?
