Haven't tried this in Cygwin. Try this:
$ mkdir /datal/dotgnu-pnet
$ cd /datal/dotgnu-pnet
$ tar xfz BuildScripts.tar.gz
$ cd scripts
$ . env.sh
(not ./env.sh, but ". env.sh")
$ co.sh
Then continue as per my webpage.
Note: this will build and place these in a non-standard prefix
location under /datal/dotgnu-pnet/build/deploy, which I like
better because I'm not a big fan of putting test builds in
/usr/local, which would mean I'd have to build as root.
However, if you then want to experiment with the Pascal
compiler Rhys mentioned, you'll have to tweak the
environment variables.
